Important facts to know:
This just might enlighten you on why you should think hard before you buy any generic Chinese electric bike, specially on the web. This advise may save you a lot of grief and money.
But first, think about this. There are some 30 million plus e-bikes manufactured and sold each year (2018).
Most of their market is the lower price range, for the mass market, the budget end.
Doesn't matter how I word it, the outcome is the same, cheap means low on quality.
We are not saying it's impossible to get a quality electric bike out of China,
What we are saying, it's just very hard to do so.
And this is precisely why selecting the right electric bike to purchase is so important.

I received an email from another Chinese electric bike manufacturer.
This was his reply and a fairly common reply when I had a discussion on trying to get them to build a quality electric bike. This largely explains why Chinese electric bike manufacturers do not have the same level of quality built into their electric bikes that we would expect and demand, or as supplied as standard in Europe.
As quoted below. Typo's and all.
"The situation you said is a normal phenomenon in the industry. Be honest, we still have a lot of work to do in electric bike for the industry.
Just make a brief analysis.
The quality electric bike has to be supported by high cost. For businessman, the profit is one of the most important element for company. High quality product usually reduce the sales volume. So, they prefer to produce poor electric bike to get the market share. And the cut-throat competition happens frequently. Some companys intend to attract customers with low and lower price with unclearly parameters in order to get the orders, low price always bring quality risks. I think you must have similar experience as you have did electric bike business for years. And in the other side, some market still need low level electric bikes because different markets have different requirment. This is also a important factor which can't be ignore.
However, the electric bike is still in development period. It will be better in the future.
Your emotion is really moved me, Len. I can feel your exceptation of developing quality electric bike. As a member of electric vehicle industry, hope I could do something to help the improvement.
Best regards suppliers name withheld"

WARNING:
Avoid buying a one off imported e-bike, or purchasing a second hand e-bike offered at a cheap price. They come without warranties, no parts, no service, and most likely, of a poor quality electric bike and battery or a completely worn out battery which happens to be one of the most expensive parts of an e-bike. Also one of the main reasons that you will find people listing their electric bike for sale is due to poor performance or a dead battery.
There are a lot people cashing in on the electric bike market without the expertise, experience, or the ability to provide quality sales and service.
Not sure how else to put this, So here it is...
"It's really important you know what you are getting into, before you get into it".
Would you buy a car knowing that it didn't have spare parts available? I think not.
NO CONSUMER COVER: China has no consumer guarantees act to protect you. The risk is high for those who DIRECTLY BUY an e-bike for themselves from China. These e-bikes will not include warranties, spare parts, or any after sale service, simply not logistically possible. You will be paying a much higher price, in more ways than one.
Direct from China, to your door, 95% assembled. This is not as simple as claimed. There is a lot more than just bolting it together. Been there, done that, and learnt the hard way, and still learning. We haven't come across an e-bike yet that hasn't required adjusting, bars, discs, brakes, derailleur, chain, cables, tyres and so on.
In fact, quite a few electric bikes direct from china have also required new chains, derailleurs, brakes, and cables to be fitted straight away due to the poor quality supplied, even the forks can be very dangerous if not correctly supplied with the electric bike. If you are not familiar with how to set up a bike correctly, specially an e-bike, you will more than likely face ongoing problems, costs and possible injury to yourself and/or others.
Finally, Here is an interesting little fact as well.
